Step 1: inventory the real stack (not the official one)
The real AI stack includes things nobody thinks to list:
- browser extensions and developer tools
- prompt libraries and internal “prompt docs”
- model provider accounts owned by individuals
- vector databases and embedding pipelines
- logging/telemetry that stores prompts and completions
- “shadow” automations (Zapier-like flows, scripts, agents)
If it touches data or spend, it belongs in the inventory.
Step 2: decide with criteria (keep, consolidate, or kill)
Avoid decisions based on “my team likes it.” Use criteria that map to risk and value:
- usage: is it used weekly by a real workflow?
- owner: who maintains it and answers for incidents?
- cost: what is the true cost (tool + compute + maintenance)?
- security: where is data stored and logged?
- evaluation: can you measure quality and regressions?
- vendor risk: contract terms, retention policies, lock-in
If a tool has no owner and no evaluation story, it should not be a standard.
A realistic consolidation example (what “rationalization” looks like in practice)
Here’s a pattern that shows up in a lot of companies by year-end:
- Support uses one vendor chatbot.
- Engineering uses a different assistant plus a homegrown prompt doc.
- Ops built a small RAG app on the side for internal policy questions.
- Everyone is paying separately, and nobody can answer where prompts and logs are stored.
Rationalization doesn’t mean “delete everything.” A practical outcome is:
- one approved pattern for internal knowledge search (with permissions + citations)
- one approved assistant for individual productivity (with a clear data policy)
- a short exception process for anything else
Then you migrate one workflow at a time. The win is not standardization for its own sake. The win is that security and finance can actually review a small set of patterns, and delivery teams stop reinventing the same guardrails.
Step 3: standardize on 2 to 3 “approved patterns”
Rationalization doesn’t mean “one tool.” It means “a small number of patterns”:
- one pattern for knowledge (RAG + permissions + eval)
- one pattern for automation (agentic workflow with handoff + logs)
- one pattern for support (draft-only + citations + rollout stages)
Pick patterns that match your team maturity and compliance constraints.
Cost control that doesn’t require heroic finance work
AI spend is slippery because it hides in multiple places: tool subscriptions, model usage, GPU instances, contractor time, and “we built it twice.”
Three tactics that work even in non-tech companies:
- Budget by workflow, not by team. “Support deflection” gets a budget and an owner. If another team builds a parallel version, you see duplication immediately.
- Kill inactive tools on a schedule. A tool with no weekly usage should not renew automatically.
- Centralize the billing surface area. When possible, avoid individuals expensing model accounts. You want spend visibility and the ability to enforce policy.
You don’t need perfect accounting. You need enough visibility to make duplication uncomfortable.
Sunset tools without breaking trust
Tool rationalization fails when teams feel like capability is being taken away. The fix is to sunset by workflow:
- name the replacement pattern
- set a migration window
- provide a support path for edge cases
If you just cancel a license without a replacement, you’ll trigger shadow usage again, and you’ll be back where you started.
A 2-hour rationalization workshop agenda
If you want this to actually happen, run it as a workshop, not as a spreadsheet that nobody finishes.
Agenda that works well:
- 15 min: agree on the goal (cost control, security, reliability, simplicity).
- 30 min: inventory live on a shared doc (no shame, just list).
- 30 min: assign owners and costs for each tool (if nobody owns it, that is the finding).
- 30 min: decide keep/consolidate/kill for the obvious duplicates.
- 15 min: pick the 2-3 approved patterns and name who owns them.
The key: decisions in the meeting, not “we'll follow up.”
Governance: how to stop sprawl from coming back
Rationalization fails when you cut tools but never change the decision process.
Lightweight governance that doesn't kill speed:
- Publish an “approved tools and patterns” page.
- Require a short exception request for new tools: what workflow, what data boundary, what evaluation plan, and who owns it.
- Set spend visibility: a monthly report showing top AI costs and owners.
- Add a sunset rule: if a tool has no usage in 60 days, it gets reviewed.
Non-tech companies: don’t skip enablement and policy
In non-tech orgs, AI sprawl often happens outside engineering: ops teams buy tools directly, people paste sensitive info into assistants, and “shadow automation” appears in spreadsheets.
Two pragmatic moves:
- Write one clear usage policy. Keep it short: what data is allowed, what is prohibited, and which tools are approved. If people don’t know the rules, they’ll invent them.
- Create a single intake path for new tools. Not a 6-week procurement marathon. A simple form: workflow, data boundary, owner, and what will be measured. This is enough to stop random purchases without killing momentum.
Rationalization is as much change management as it is technology. If you cut tools without teaching people what to do instead, the stack will grow back by February.

Don't try to do everything at once.
Simple roadmap:
- Month 1: inventory + decisions + kill the obvious duplicates.

Common failure modes
- Cutting tools without replacing the workflow they supported. Fix: rationalize by workflow, not by vendor.
- Standardizing without evaluation. Fix: require a golden set before “approved.”
- Ignoring shadow usage. Fix: make inventory a cross-team exercise.
Rationalization is about ownership, not technology
Stack rationalization is less about technology and more about ownership. If you can name the tools, owners, costs, and data boundaries, you can make sane decisions.
